Yes, you can do that. Document will not be sent as an attachment but will be linked to a copy on your Wild Apricot site.

two ways: 1) In the event itself there are some options to automatically send up to three event notices 2) Or go to member list and use 'Email' button on the toolbar. 

Actually this is already on our list - in a way - we will soon add ability to create a copy of an email sent earlier.
