I'm trying to find the right venue to help my Civic Association.  Wild Apricot certainly has a very serviceable UI but I need something that will allow for collaboration and some different administrative levels.  Also a place for a group forum to happen.

Different administrative levels are on our short-term plan. We plan to define access by "functional area": events management, webpages, membership management. Would this meet your needs?

Collaboration - can you please elaborate what specific goals/needs you have in this area?

Group forum - this is on our mid-term plan.

Just in the sense of having something like a neighborhood newsletter that wouldn't have to be put together by one person...could be slightly wiki-ized.  Also, to let community members do the work for posting their own garage sales.

This helps, thanks. Interesting ideas. We will probably only get to work on these in 2-3 months but we do have a number of features on our list which move the system in this direction.

At the moment, we're not planning to have a wiki-ized neighboorhood newsletter capability. You can try Google Docs for sharing and collaboration. With regards to forums, we do have that in our plans for July.
