There is no special report now for that since this depends on your setup:
- which membership levels are free and which are paid
- do you auto-approve new members or they go through a manual approval. (They stay in Pending - New if the payment has not been completed)
- how is you renewal workflow is setup (what do you do with overdue members - e.g. move them to a free membership, move them to Lapsed status, move them to Renewal - pending status) See Member+renewals+automation
Overall, the idea is that after everything is setup, you should get this right on the Members list page (default one in Members section): members by status and by level
